W.W. Williams found your team to be very detailed and proactive during the design phase often anticipating issues and generating efficient solutions thereby eliminiating costly delays in the process. Additionally, your solutions to the issues generated by the unsuitiable soil conditions found on the site proved, once again, to be cost effective and enabled the project to maintain its's construction schedule. The construction managment team proved to be highly qualified and met our every expectation for quality, timeliness and maintaining cost on this project. Your team maintained an efficient scheduling of the subcontractors and completed the project on time and within the originial budget despite weather conditions and fast-tracking of the construction process to meet our constrained development schedule. Construction of a 600 foot by 10 foot wide Pedestrian Bridge across the St. Joseph River, South Bend, Indiana. Overall Rating: Outstanding The contractor exhibited a hign quality of workmanships in all phases of work. All work was completed in an expeditions and professional manner with great attention placed on details. The contractors's CQC plan was very thorough and was adhered to throughout the diration for the contract. The contractor strove to provide a comple
ted project of the highest quality. An example of the contractors diligence toward CQC, was the placement of concrete for the bridge deck. The contractor was meticulousely ready for this preparatory meeting with required paperwork, submittals and drawings. During this meeting they stated they were concerned with the concrete mix design, as the deck tilted at the 5% grade. The contractor proposed setting up a sample placement. On their own, they graded an area at 5% sat up forms to match the bridge deck and placed conrete with met the approved design. This was typical of all of their work, as they always assured everything was in place and correct prior to starting or completing a new phase of work. The on-site contruction representative reported the CQC manager performed his duties better than anyone he has dealt with in his twenty year career. The contractor was very cooperative and responsive to all usace concerns and directions throughout the durations of the contract. The contractor effectively managed resources and personnel and coordinated all activities and plans with the USACE. Jobsite supervision was extremely effective for all phases of work. The contractor's personnel conducted themselves in a ppofessional and courteous manner throughout the duration of the contract. One instance where the contractor's effectiveness o management stood out was when, through the CQC process, it was found the bridge open had numerous defective welds, when delivered. The contractor contracted the out-of state bridge manufacturer and informed them of the problem. The contractor arranged for the bridge contractor to send a crew up to immediately work on the bridge. They worked on the bridge for serveral weeks until the contractors and the government were satisfied with the work. The contractor did an excellent job of managment as the government never once had to dispute with the bridge contractor.
